Refactor RadioService to improve asynchronous handling, replace legacy code with CommInterfaceBridge, and standardize methods for GenesisHead communication. Remove unused GenesisCommunication components and increment assembly version to 3.9.3062.1.

Add ReadStableMassOp unit test and enhance MettlerToledo Scale support
...
- Introduced `ReadStableMassOpTest` to validate mass reading operations.
- Refactored `Scale` to support `ISerialPort` for improved testability.
- Added `SerialPortDevice` and `SerialPortDeviceFake` implementations, with `GetComponent` overload in `Factory`.
- Enhanced `StateMachine` with `InitializeBoardEtc_Fake` for custom setups.
- Updated project files to include new classes.

Refactor `ISmartReader` and related classes to support `SmartHeadsUni`. Remove redundant `IperlHeadsUni` references and introduce `SmartMeterFlyingStartMassCollection` functionality. Enhance regex-based head position extraction.

This commit deletes several obsolete and unused files from the NfcHanler directory, including utility classes, enums, and a large command handling class. This cleanup improves code maintainability by eliminating unnecessary dependencies and clutter.
