Many changes in TestMethods.iPerlCommunication and WaterMeters.iPerl.WaterMeter. iPerl measurement with opto-data works OK.

- all components, componentCfg-s and parameter providers use base classes
- less boilerplate code, simpler access to test/procedure parameters from code
- CreateTestParams(test), CreateProcedureParams(procedure) methods added
- TestBenchSim class is made static, it is not inheritted by any device anymore
- Bug fixed: When copying a procwdure ItemId was not correctly set, remained 0
- Always create a message log when device initialization is completed successfully
- added events Event.TimerBusy, Event.ValvesBusy, etc.
- fixed bug in SetValvesOp
- preparing a virtual bench drawing on the Process screen - partly done
- fixed a bug in displayng results and progress controls when two tests had the same name
- some work on data entry forms for FixedStartMassCollection method - not finished yet
