Enhance iPerl dialog layout and error handling: improve `ShuffleTextBoxes` with positional mapping, refine checkbox state tracking, add detailed logging for labels and checkboxes, and handle serial port exceptions. Increment version to 3.9.3139.0.

Add protocolCommons classes and enhance RadioService with support for CalibrationFactor, VersionType, ReadingUnits, and FlipMode operations. Add corresponding unit tests for validation. Update project files.

michal 2522d1da9f Add Genesis radio/opto communication and configuration components 
- Replace `OpthoHeadService` with `RadioService` to enhance Genesis communication handling via serial interface.
- Introduce `OptoReceivedEventArgs` to manage event-driven communication.
- Add foundational protocol implementations (`BaseProtocol`, `IProtocol`, etc.) for Genesis configuration and processing.
- Implement `SirtConfig`, `MeterConfig`, and `ProcessConfig` classes for flexible Genesis configuration management.
- Expand Genesis framework to support diagnostics, activity modes, and version retrieval.
