Modbus and QuidoRS components added

WaterMeters folder created, WaterMeter component relocated within the project, iPerl component added WaterMeters.iPerl implements IRegisterReader interface, TODO: Implement WaterMeter.ReadPulses( ) function iPerlAdjustment test method added
